The Challenge of the City Clerk's Office
To Reach from the Past………….into the 21st Century!

Joan Martinez Terry has been employed with the City of Portales since 1981 and was appointed City Clerk in 1986. As City Clerk, her position is dictated by State Statue and is responsible for preparing, maintaining and attesting all official records and actions taken by the Portales City Council. Other essential duties and responsibilities include but are not limited to:

City Commission Meetings
Council Secretary and Custodian of the City Seal, I prepare agenda packets for City Council; attend all Council Meetings and workshops, take and transcribe minutes within a time allowed by State Statutes; follow-up on Council action as determined by the City Manager; responsible for timely advertisement and notice of all special workshops and meetings to comply with the Open Meetings Act.

  • Regular meetings are held at 7:00 p.m. the first and third Tuesdays of the month.
  • Items for the agenda must be submitted by Wednesday prior to the Council meeting.

Municipal Election
A part of the Administrative Department, the most important goal of the City Clerk’s office is to conduct City Elections in accordance with state law including publications of all public notices, tracking absentee ballots, appointing precinct workers, conducting election school, and performing all election duties as required by law.

Public Records
Attest permanent documents such as ordinances, resolutions, minutes after the City Council has approved them and the Mayor has signed them. Maintain electronic and physical inventory of those permanent documents and advertise all ordinances. Fulfill all public records requests within three days as required by law. Provide notary public services upon request.

  • Liaison for health and life insurance, retirement, deferred comp,
  • Termination documents.
